The culture sector of Qinhuangdao develops fast. The Culture Square, the Broadcast & TV Center, the Press Plaza, the Olympics center and more advanced cultural facilities came into use one after another. The city library plaza is under construction, construction on the art gallery and glass exhibition started. At the end of 2008,Qinhungdao had 2 art performance institutes, 6 cultural centers,5 public libraries,79 basic cultural stations. Various performances and shows enriches the life of the public. 4 local traditional cultural arts are listed among national intellectual property heritage,9 among provincial heritage. Cultural business also developed well, having 46 cultural projects,21 of them key projects. 526-million-yuan contracts were signed at Langfang International Cultural Business Expo. Broadcasting and TV covered 100% of population. 70% villages were connected to optical cable TV. Cable TV users increased to 598.1, taking 52% of the total households in village, 100% in urban areas.
The health sector of Qinhuangdao develops rapidly. Qinhuangdao has 2537 healthcare institutes,92 of them hospitals, 56 community healthcare service centers, 75 township hospitals, 5 disease control centers, 9 women and infant healthcare institutes, 2284 healthcare clinics, 14239 doctors and nurses, and 10786 hospital beds, in a complete public healthcare and medical aid system.
