Since the reform and opening-up drive, Qinhuangdao has vigorously implemented its strategy of “development with science and education”, resulting in big growth in its science and education sectors. In 2008, Qinhuangdao organized and implemented 212 scientific and technological projects,52 of them among national or provincial programs, 3 of them national new- and high-tech awards,14 of them provincial new-and high-tech awards,16 companies were approved as new- and high-tech enterprises. Qinhuandao has 3 national level enterprise technology centers, 10 provincial level enterprise technology centers, 1 national level key laboratory, 3 provincial level engineering research  centers, 6 post-doctor research stations, 1 national level university high-tech industrial park, 1 national level innovation service center, and 1 national level production power promotion center. 759 patents were applied for in the year, 472  accepted, an increase of 12.1%.

Basic education and vocational education experienced fast development , quality-oriented education promoted. In 2008, Qinhuangdao had 13 universities including Yanshan University, Northeast University  Qinhuangdao Branch, Hebei Foreign Languages Institute, width134.5 thousand students at school; 28 secondary vocational school, width 22.9 thousand students at schools; 196 middle schools, with 145.2 thousand students at school; 615 primary schools, width 169.7 thousand students at school; 5 special schools, with 788 students at school; 190 kindergartens, with 50 thousand children.
